Remote Repair Changes

In the April release, we are introducing a new system for all remote repair and remote capacitor transfer modules which will reduce their effectiveness as more are used on the same target.



This change is designed to promote more destruction in EVE's largest battles where capital and super-capital defensive capabilities have been extremely strong.
