We are happy to annouce that during downtime today, all missing skillpoints that were lost due to the post downtime skill training issue on November 12th (http://community.eveonline.com/news/news-channels/eve-online-news/skill-training-issues-after-downtime-on-november-12-2015/) have been refunded.
These skillpoints have been added to the character sheets of all affected characters as unallocated skillpoints that can be applied to skills.
